Next idea - Sometimes the camming surface on the safety gets worn or damaged and can't enter the matching slot on the cocking piece but you've said that you've tried a different saftey and that didn't work either. Maybe it is an incorrect bolt? (too short? too long? - so that the saftey cam doesn't align with the slot in the cocking piece. Figures 6 and 7 in the link show the retaining pin being depressed (although it is in the disassembly part of the instruction - just turn the shroud the other way ie clockwise)
