You need to have at least a "C&R FFL03" [Curio and Relic] federal fire arms licence to buy milsurps "mail order" from the on-line
vendors. Go to the ATF web site and find "C&R Licence" info. - it's relatively easy to obtain if you have clean legal record. Or you could
arrange a purchase/transfer through a gunshop or gun dealer in your area, it's a $10.00 to $20.00 fee per firearm where I live.
PS: Some of the very best prices/deals on military surplus "collectible" firearms, ammo, and accessories are found at the various "on-line" dealers - some have better reputations than others, just do your home work and don't be afraid to ask questions from more experienced collectors. I've bought stuff from J&G, SOG, CenterFire, AIM etc. and have been very happy with the merchandise. FWIW a C&R licence also makes buying firearms from other licenced collectors much easier.

If you don't want to apply for a C&R FFL then go find a gunshop who will give you a file copy of their FFL - Send payment & your gunshop's FFL
to J&G or any other dealer you want to buy a gun from. J&G will then send your rifle to the Gundealer/gunshop(Remember, you most likely will have to
pay shipping also).
You will have to fill out the appropriate background check at the gunshop & usually pay a fee for using the gunshops FFL (20.00 to 30.00 is a reasonable amount). Antique receiver firearms(made 1898 or before) can be sent directly to you, providing there are no local, state or national laws that prevent you from owning a firearm. I have had a few antique M39's sent directly to my house. If you have a C&R FFL, the firearms can also be sent to your house, but you have to keep accurate records in your bound book :=) HTH's, Pahtu. |

If you want a C&R, here is what you need to know. It's really easy, and quite cost effective:

Just remember the C&R FFL also opens you up to Federal inspection and scrutiny. You are also basically saying you give up your 2nd amendment rights because
you don't want to spend $10+ for transfer. Just my thoughts and opimions of a C&R FFL. Oh and there are lots of dealers who will not except them too.
Bill I think we said the same thing Chuck?

J & G | ||

When they asked for a license, they were doing what was required of them. I don't know if they will take a C & R or not. I have an FFL and can order
from all wholesalers. The last experience I had with J & G was a bait and switch, I contacted them via E-Mail, asked who the importer was for the hex
91/30's and was told R-Guns. Based on that information, I ordered three of them. When received the were imported by CAI. I had the rifles sold based on the
R-Guns importer, I now have to eat them and try to peddle them. They were of no help when the mistake was theirs. They want me to pay the freight back, then
they will refund the purchase cost.
I will not do business with them again.

Many collectors find the BATF'S ability to inspect their collection any time, at their discretion, without notification nor cause......distasteful...... I am one of those collectors - The extra few dollars I spend using my gunshop's FFL are well worth it to keep uncle sam out of my collection - Paranoid? Yep!! - My relatives have learned long ago to never trust the Gov't..... Pahtu. |

you folks must be reading different ATF regs than I am. an audit is not at their discreation,it's a phone call asking if you want to come to their office
or is it easier for them to stop by your place.have never heard of an 03FFL audit being a "surprise".on year 10 with my 03FFL, not so much as a phone
call about an audit, yet.I buy rifles/pistols that are delivered to my house,no paper work filled out by me other than logging the weapon in.could have a barn
full of non C&R weapons,ATF could care less. jwr

jwr - True so true - I have yet to read about an inspection of a collection.......
Paranoia knows no logic......I still have no desire to obtain a C&R FFL Pahtu. |

Pahtu- I can see your viewpoint very well. A lot of us with 03FFL's are letting them lapse. I have had one for over five years now, and when it expires in
February, I doubt I will renew it. It did help me out quite a bit, by ordering directly from the dealers such as AIM, J&G, and such. But several years ago
there were some interesting firearms on the market. Now that is all dried up and my purchases are pretty much from local gun shows and such. Just nothing
comming into the country anymore that interests me.

Ah, but at local gunshows I don't have a waiting period for a NICS check if I have a copy of my 03 to sign. I can walk out with the weapon that day.
Go ahead, make my day. |

C&R License | ||
|
Im new to this area and have a question about the C&R license. I have just applied to get mine and people keep wanting a original signed license. When I
get my license do they give you blank copies to give out as needed or what.
Just wondering.... I also have 2 Mosin Nagant rifles I like very much. One is a M44 and the other a M91-30 with laminated stock. Very fine rifles. The M91 is more accurate than the M44 unless I have the bayonett open. |

When you get your license, you do NOT sign it. What you do is to make a bunch of copies of it with a high quality copier and then sign the individual copies
with an ink ball point pen. And do not use red ink, as it oftentimes will not come out when photocopied. But the original license is NEVER signed, unless that
is the last time you want to use it.
