A CD takes up less space than the printed manual and content can be searched. An accompanying letter listed contact information to request a printed manual.

Funny, but my C&R license expired the first of this month, so I am no longer licensed, but I got it anyway. Face it, they are a lot cheaper to send out than that old style book that was over an inch thick. I can just imagine what the printing costs and mailing costs were for the books. The piece of paper that comes with the CD says that if you don't have a computer or prefer to have the printed edition, it is available but you need to contact the ATF Distribution Center at 301-583-4696 to order a copy. Being that the CD was distributed and shipped out to FFL's on January 23, 2009, I was still licensed at that time. Curt
