A question for all of you out there in collectorland. Although I haven't signed in for a while I used to spend a good deal of time here reading and
learning when I first started my collecting and I found that if anyone had answers they could always be found here. So here's the situation. My Mom-in-law
wants to give me the gun....... literally!! I don't know much about it but a .22 rifle with case. The problem is she is in Wisconsin and I am a resident of
Kalifornia. I have a class 3 license but to avoid local problems I want her to send it to my son in Arizona who also has a class 3 license and his very own
concealed carry permit. Anyone see any problems if I send her a box I got from CMP and have her UPS or Fed Ex it to my son IE a Wisconsin to Arizona shipment?

It might be cheaper to just do a straight out FFL transfer though a gun shop or club. Certainly less questions about legalities.

Unless the rifle is a C&R firearm she can't ship it to your son. It must go to a dealer. If it's a C&R and over 50 years old, she can ship
directly to you.

EOD E8 is spot on correct.
As a holder of a 03 Collector of Curio and Relics license, look on the back of your license, ATF F 8A (5310.17) (7-97). Note the warning "No privileges are granted by this license for firearms NOT classified as curios or relics)". Also a CCW permit has nothing to do with or have force pertaining to the interstate shipping of firearms.

When buying a C and R in the PRK they can wave the assinine 'cool down period' but rarely do.

The biggest problem I have had with having the C&R License, is that a lot of people, including dealers and gun shops tend to ignore it. I think they know
that you can order the item for a lot less than what they will sell an equivalent item to you for, so in a sense, the license is in competition with them. Big
5, back when they had milsurps was that way. And it does no good to try explaining it to them. They have their policies that they adhere to. I finally got
tired of going thru it time and time again, so I quit using the license at those places and went ahead and filled out the 4473 form for them while they made
the telephone call.

If the rifle meets C&R rules, will its transfer through your son, to you, constitute a "straw man" deal? If the rifle is C&R qualified, your
M-I-L can ship anywhere she likes and if shipped to your son and he has an 03 license, all is fine but a "turn-around" transfer to you may be seen as
a "straw man" deal; much the same as if your son ordered a C&R firearm on your behalf. ?
