The personal carbon deficit tax plan is to make a re-breathing type apparatus that is connected to your (you know what), run through a meter for tax purposes, and then piped on up to a mask that you will be required to wear, thus using your nose and lungs to filter the emission, before exhausting back into the atmosphere!!!
