What is the purpose of a C&R License?

The purpose is to be able to have C&R qualified firearms shipped directly to your house, without having to go to a dealer to buy them. A C&R holder can
order directly from the same importers and distributers that the dealers do, and usually buy at the same wholesale prices that the dealers pay. You also are
not required to fill out the 4473 form for each firearm purchase. The downside is, you have to agree to open your house to inspection by the ATF, if they
choose to audit you, and you must keep detailed records of all C&R firearms you purchase, sell, or trade while you are licensed.

Back a few years ago when there was a lot of various surplus weapons being imported, it was good to have if you were into collecting them. Since the inflow of
interesting items in the past two years has slowed down to barely a trickle, it does not make much sense to a lot of us to continue renewing it. It does help
with discounts from outfits like Midway and such, and some maintain it just for that.
But when I look in my bound book and see what has been entered in the past two years as compared to the years prior, it makes me think why do I even bother with it anymore. Curt |

If you buy even one C&R gun from an out of state person the license will almost pay for itself saving the dealer processing and handling fee. At least the
dealers around here.

Only problem with that is that it may protect you, but a lot of times an out of state seller does not understand. That is the main reason I have quit going to
gun shows in Spokane, Washington. I am an Idaho resident and al lot of sellers there will not sell to an out of state resident, regardless of whether they are
an 01FFL or just a guy selling his firearms. It especially perturbs me when it is an 01FFL who will not sell a C&R weapon to me when I show him my license
and insists on me filling out the 4473 paperwork and he has to call it in. Usually it costs him a potential sale, because I have a valid license, and if he
does not want to take the time to learn about the 03FFL, then it is his tough luck. I will not stand around and argue with them, as their mind is already made
up. You will be surprized at the number of 01FFL holders who don't have the slightest clue of what an 03FFL is. Their ignorance means I save a lot of
money, as gunshow prices are vastly blown out of proportion anyway to begin with. The only good thing about gun show purchases is that you get to inspect the
firearm before deciding to purchase it. That is lacking with mail order purchases.

I sent in app for a c&r license I got tired of listening to the whining of the ffl license holded here where I live.One refused to accept my gun because he
would only make $30 .Another I had to bug to finally send his ffl copy to the company and then went i picked up the gun all he did was complain about the
paperwork

Well, that is idiotic! I mean, the guy made thirty bucks for just doing a bit of paperwork. To me that would represent a considerable amount of money to add to
the till at the end of the day for most 01FFL licensees I know. And if the other guy only wanted to complain about the paperwork, then maybe he should
seriously think of giving up his license and get into some other occupation. Face it, firearm ownership carries along with it a lot of paperwork at times and
there is no way of getting around it. These two guys are definately NOT doing anything helpful to perserve our rights of gun ownership. Someday when we can no
longer own firearms, then they will sit back and wondered what happened and why!

I just checked my book to review my activity. In the last two years I used my license to purchase ten C&R firearms. All of these were local gun store or
gun show purchases. Most of the dealers that I have bought from are happy to see an 03FFL and keep mine on file. That means that there were ten 4473's that
I did not have to take the time fill out. I figure that it takes about five minutes to fill out the 4473 inclusive of getting the approval which means that I
saved close to one hour. Thirty dollars an hour is not real good pay nor is it top billing, however, I am willing to work at that rate if I am having fun at
the same time.

I was collecting a long time before the flotsam of the crash of the USSR washed up on our shores.
I continue to check shops, shows, whatever. The measly $30 bucks for 3 years easily pays for itself. You never know what you might find or where. I have had very little difficulty with any dealer with my C&R. Had a sponser on a gunboard snivel once about taking food out of his children's mouth, but I think he had deeper problems than that. There is a FBI check, but no prints. They turned up an unresolved issue I had back in 1972. I was able to show it had been resolved and all was well after that. |

Iwent to the online site to order the forms, but after finishing, I wasn't sure if it had gone through or not, so I waited and after what seemed like a
reasonable wait, I went back and resubmitted my order, I have done it three times and I'm stil;l waiting, so now I'm wondering if I have tunneled into
another cache of Obamas nonsense? Has anyone else had problems getting the forms?
I know it's probably me, my old Platoon Sgt used to say that if there was a way to screw up, I could find it.....sometimes I don't think he liked me very much..... The Original Gunslinger aka TOGunslinger

I did the same thing; after a couple of weeks, I thought perhaps I'd made a mistake and ordered more forms. It wound up taking about 3 weeks for the first
order to show up.

Another who did the same.
I placed an order for the app on Feb 11. I placed a second order on Mar 30. I received first set Apr 27. (10 weeks, Apr 24 postmark). I received the second set May 22. (7 weeks, May 20 postmark). App mailed on Apr 29 and 5 days later charge appeared. |

Finally arrived June 16 and now that I have it in my shaking hands, I don't think I want to send a special invitation to the ATF to invade my privacy
whenever they want to.
Out here in Kalifornia, on the left coast, we are running out of privacy fast. I came to this state in 1944 and it wasn't such a bad place then. What Happened, What the hell happened??? The Original Gunslinger aka TOGunslinger

All the 03 license authorizes for ATF is that they can schedule an audit, once per year. It can be, at your option, in their offices. There is no free pass around the 4th Amendment. Any more intrusive than that requires the same warrant as for anyone else's home. Tom
