I can not get sighted in without moving the front sight until it hangs over about half way to the left.Is there any sight for the rear that has a windage?

There are #4 back sights with windage but they will most likely set you bacl more than you paid for the rifle.
If the sights are that far off there is undoubtedly something not right there. I would have someone familier with LE pattern rifles look it over. My first impression is that the barrel is under timed or maybe even loose. I saw one one time that was loose enough that you could turn it with no more than a piece of leather and pliers.
