I have a current 03 C&R FFL. I want to ship a non C&R firearm to the factory for repair work. Since I have an FFL (even though it is a C&R) may I
use the USPS Flat rate priority mail or am I stuck using UPS overnight. If this is allowed, what documentation do i need to provide the post office?

Since you're thinking about using a flat rate priority box, I assume that we're speaking of a handgun. If that's the case, it can't go through
the post office.

If it's a handgun, the USPS only allows shipping of handguns between 01-Dealer FFL's. An 03-C&R is not permitted to use USPS for handguns.
Long-guns are another story. A non-licensee (common citizen) can ship a long gun to a manufacturer for a repair, via the USPS, and the manufacturer can ship it directly back to him, without needing to go through any FFL at all. If it's a handgun, your only choices are UPS-NextDay or FedEx OverNight. (the lower-cost 2nd-Day, and Ground are not allowed for handguns). These shipping rates are so high that it might be cheeper to get an 01-Dealer in your area to ship it for you via the USPS. Pay the dealer the USPS Priorty-Mail fee, along with another $20 for his time & trouble, and you'll come out about half the cost of using UPS or FedEx.

I just received a Star Modelo Super from Sarco today delivered by US mail in a priority box.
I have an 03 license,by the way. Are the rules different for sending and receiving?

kyswede wrote:No, it sounds like SARCO violated the USPS reg's. Keep in mind, the restriction on shipping handguns is NOT a federal BATFE reg, but is a federal USPS established regulation. At any rate, you did not violate the reg, SARCO did. -Bean

Thanks bean. I would think Sarco would know the rules, but I am glad to get the pistol anyway.
They only charged me $17 for shipping by the way.
