came across a few thousand pieces of LC 75 blank brass.can this be used for reloading ??

NO!! Blank cartridges are made to different standards than ball ammo and often the brass is substandard. They should never be used for high pressure cartridge
loads. Sell them to a junk dealer for the scrap value and buy some prime brass with the money.

It's a VERY bad idea to attempt to reload blanks for any reason!
