I will say this and disavow any notion that I am an expert!

From what I see, they seem to be cobbled-up snipers made from recent post-WWII scopes and mounts. It is extremely rare for an Izhevsk barrel to be marked with the "CN". It is commonly found only on Tula pieces selected for sniper use. I trust Marcus very much and he has mentioned that Izhevsks have been known to be "CH" marked. So yours could be genuine, but I am skeptical. Also, Izhevsk snipers usually display the serial number of the scope in the area where your "CH" is on that one. Izhevsk ex-snipers usually have that number scrubbed and are re-blued. Some have "X-outs" and some have been renumbered if a replacement scope is installed at refurbishment.

Genuine mounts should have arsenal and/or inspectors markings on them. I am suspicious of the color of your PU mount. Some mounts were made of aluminum and don't hold up well. The flat top screws on the scope turret are a dead giveaway of an imitation PU scope.

There are and have been genuine snipers and genuine refurbed snipers available still with their original non-welded holes as well as those with welded-up holes.  Sometimes building a fake sniper is not difficult.  As an aside since your guy is local, check to see if he purchased either of those from our infamous maker of sniper rifles in Eagle, Id.

Fake snipers are the only way most of us can afford to enjoy having a representative sniper rifle in our collections. Depending on the price paid, they can provide a lot of shooting fun at a reasonable cost. Just don't expect them to be the investment that a genuine article would be.
